Work Programme 2018-2020

The three-year period 2018-2020 is the last programming phase for H2020, before this finally gives way to the new Framework Program for Research and Innovation, Horizon Europe , scheduled for the seven-year period 2021-2027. For these latest Horizon calls, a total of approximately € 30 billion have been allocated, 40% of the total budget of the entire Horizon.

The new 2018-2020 calls are divided into 4 focus areas and cross-sector priorities:

In the period 2018-2020 the H2020 aim is summarized in the concept of the three "opennesses": OPEN INNOVATION, OPEN SCIENCE, and OPEN TO THE WORLD.

3 opennesses

Open Innovation

Horizon has defined a clear shift towards innovation, encouraging a stronger European culture of entrepreneurship. According to H2020 vision, knowledge should circulate more freely and should be transformed into products and services in order to create new markets.

Open Science

Horizon encourages a broader sharing and dissemination of scientific knowledge using digital technology. In particular, the new Horizon calls refer specifically to the use / experimentation of sharing knowledge and data, dissemination of good practices through networks, platforms and hubs. Horizon is contributing to the development of the "European Open Science Cloud", a tool to manage and reuse data across disciplinary and geographical boundaries. Horizon encourages a change in the current practice, where scientific publication of results takes place only at the end of the research process, towards the sharing and the use of all the knowledge already available in the preliminary research phases.

Open to the world

The Horizon2020 calls are reinforcing initiatives dedicated to international cooperation in areas of mutual benefit. According to the approach outlined by Horizon, international cooperation is necessary to ensure scientific leadership, industrial competitiveness and the reputation of the EU, as well as support for EU international policies, including those on development.
