Tuition fees

2019/2020 Academic Year

 

The "Università Politecnica delle Marche" has adopted a new tuition fee system since the 2017/2018 Academic Year. Tuition fees include the regional tax, stamp duties and an amount which depends on the student’s household income and the course chosen. The student’s household income must be determined through the Equivalent Economic Status Indicator (ISEE Indicator), i.e. a financial tool that assesses the effective income and asset situation.

 

Installments and deadlines

Tuition fees are due in three installments:

 

  • The first installment amounts to € 156,00. It includes € 140,00 for the regional tax and € 16,00 for stamp duties; the first installment must be aid upon enrollment or registration, not later than 5th November 2019. If the course requires an admission test, the first installment is to be paid within the terms indicated in the related calls.
  • The second and third installments vary according to the course chosen and the ISEE Indicator.

    By giving your consent on your Reserved Area - Home Personal Data - Consent within 5th November 2019, you let the "Università Politecnica delle Marche" obtain your ISEE Indicator from the National Social Welfare Institution (INPS) database.

     

    Payment deadline for the second installment is 13th December 2019.
    Payment deadline for the third installment is 1st June 2020.

Payments must be made either using the MAV‐form that can be downloaded from the student’s account (reserved Area), or through the PagoPA system.

If tuition fees are not paid by due date, students will have to pay an additional charge of € 25 (if fees are paid within 30 days after the deadline), or € 50 (if fees are paid after the 30th day after the deadline).

Attention, please!

      

News are coming for ISEE Indicator!

  • If you enrol in your first year, please give your consent on the web platform to authorize the Università Politecnica delle Marche to obtain your ISEE Indicator from the INPS database;

  • If you enrol in one of the years after the first and you gave your consent last year, you do not need to give your consent now. However, please be aware that you can withdraw your consent any time on the web platform;

  • If you didn’t give your consent last year, you can do it now by ticking the appropriate checkbox.

In any case, you can give or withdraw your consent within 5th November 2019 from your Reserved Area on the ESSE3 web platform Home - Personal data - Consent. If you don’t give your consent for Università Politecnica delle Marche to obtain your ISEE Indicator from the INPS database, you will have to pay the highest fees required for your course of study.

 

Please, note that you will have to apply for your 2019 ISEE Indicator, even if you have already given your consent!

 

Remember that only the ISEE-Indicator for universities studies shall apply. ISEE Indicators resulting from omissions or miscalculations will not be considered.

To have your ISEE Indicator worked out, you can ask for assistance at a Fiscal Assistance Centre (CAF) or at INPS. Generally, it takes 15 days to process your request, so please do it as soon as possible!

You can send any notes or enquiries to our Help Desk within 15 days after the amount due has been published on the ESSE3 web platform. After that you can submit the MAV-Form for the payment.

 

In the next section you can check if you can get a fee reduction, which can be applied for by 5th November 2019 in the section Esse3 Web - Registrar's Office - Domanda di Riduzioni/Esoneri(Reduction/Exemptions Request). 

 

 
+ - Am I eligible for tuition fee exemption?

You will have an exemption from the 2nd and the 3rd installments and you will just pay € 156 (regional tax + stamp duties) if:

 

  1. your ISEE-Indicator for University studies amounts to or is lower than € 13.000 and if:
    - you are in the 1st year of your course of study;
    - you are in the 2nd year of your course of study and achieved at least 10 university credits (CFUs) before 10th August 2019;
    - you are in any of the years after the 2nd and have not been “fuori corso” for more than one year (i.e. you are in the first year after the one in which graduation was due) and have achieved at least 25 university credits (CFUs) in the 12 months before 10th August 2019.

  2. You graduated from high-school with distinction and a final grade of 100/100, and you are going to enroll for the first time in the 1st year of a three-year or a five- or six-year degree course of our University;

  3. You graduated with distinction and a final grade of 110/110 from a three-year degree course of any University and you are going to enroll for the first time in the 1st year of a two-year second-cycle degree course of our University;

  4. You are benefiting from or are eligible for ERDIS scholarship (Ente Regionale Diritto allo Studio);

  5. You are benefiting from a Scholarship from the Italian Ministry of Foreign Affairs;

  6. You have been granted international protection (documents are to be submitted to the Ufficio Didattica e Diritto allo Studio).
 

You will have a regional tax exemption too and you will just pay € 16 (stamp duties) if:

 you have a disability assessed to be equal to or higher than 66% or if you have been granted disability benefits provided for in Law 104/1992.

 
 
+ - Am I eligible for a reduction of the 2nd and the 3rd installments?

You will pay the regional tax, stamp duties and a reduced fee if:

  1. Your ISEE-Indicator for University studies ranges between € 13.000 and € 30.000 and if:
    - you are in the 2nd year of your degree course and achieved at least 10 university credits (CFUs) before 10 August 2019;
    - you are in any of the years after the 2nd and have not been “fuori corso” for more than one year (i.e. you are in the first year after the one in which graduation was due) and have achieved at least 25 university credits (CFU) in the 12 months before 10th August 2019.
    The reduction is calculated according to Law 232/2016.

  2. You are a student with outstanding academic achievements
    You achieved the highest amount of university credits (CFUs) required for your course of study before 10th August, and a minimum grade average as in the following list: Tabella di merito. The reduction varies between 20% and 100% depending on your grade average.

  3. One of your siblings is a student at Università Politecnica delle Marche. You have a 10% reduction;

  4. One of your siblings is a student at any other University of the Marche region (Università di Macerata, Università di Camerino, Università degli studi di Urbino "Carlo Bo").  You have a 5% reduction;

  5. You are orphan. You have a 10% reduction.

Please, remember that you can apply for fee reduction (nr. 3, 4 and 5) in the section Esse3 Web - Registrar's Office - "Domanda di Riduzione/Esoneri" within 5th November 2019.

 

You will pay the regional tax, stamp duties and the 50% of the 2nd and the 3rd installments if:

  1. You are a part-time student, according to Art. 5 of the Student Fee Rules for the 2019/2020 academic year.
  2. You have been granted ERDIS scholarship and you are enrolled in the 1st year as “fuori corso” (first year after the one in which graduation was due) in the 2019/2020 academic year and, in that case, you have also an exemption of the regional tax.
 

You will pay the regional tax, stamp duties and the minimum fee if:

 

  1. you joined the voluntary one-year national civil service in the 2019/2020 Academic Year;
  2. you are pregnant in the 2019/2020 Academic Year;
  3. you have a documented severe and prolonged illness;
  4. you have a disability that has been assessed as ranging between 45% and 66%;
  5. one of your parents is in serious economic distress (unemployed, beneficiary of unemployment benefits or mobility allowances) and the economic distress has been persisting for at least 6 months before 5th November 2019 and your ISEE-Indicator amounts to or is lower than € 30.000;
  6. the building you live in has been declared as still unsafe after the 2016's earthquake and your ISEE-Indicator amounts to or is lower than € 30.000.

Please, remember that you can apply for these fee reduction in the section Esse3 Web - Registrar's Office - "Domanda di Riduzione/Esoneri" within 5th November 2019, to obtain the minimum fee.

 
+ - Students with foreign income/assets

International students who are not resident in Italy, or international students who are resident in Italy but are not financially independent, need to apply for ISEE parificato. They can apply for ISEE parificato by going to one of the Centers for Fiscal Assistance (CAF) the University has a special agreement with. Please, have a look at the list of the CAF-centers.

After having obtained your ISEE parificato and having filled in "Domanda di Riduzioni/Esoneri" (Esse3 Web - Registrar's Office - Reductions/Exemptions Request), students shall upload the ISEE parificato in the section Career - Attachments - Type of attachment: Riduzioni/Esoneri, by 5th November 2019.

Students from EU-Countries who don’t want to apply for ISEE parificato will have to pay the highest fees required for the study course they have chosen.

 

Students from ex-EU countries who haven't applied for ISEE parificato

  • The ISEE for students who are citizens of one of the Developing countries indicated by the Ministry for University and Research (MIUR) has been conventionally set at € 13.001;

  • The ISEE for students who are citizens of any other countries than the ones indicated by MIUR has been conventionally set at € 24.000.
 
+ - Are you planning to graduate in the first session of the 2019/2020 academic year?

If you pass all your exams by 28th February 2020 and graduate in July 2020 (November 2020 for Healthcare Professions Courses) you will be assigned the minimum tuition fee owed for your current programme. After your graduation and the required administrative controls by the relevant office, you will be entitled to a refund equal to the difference between the sum of 2nd and 3rd installment and the minimum fee owed for your programme.

 

 
+ - Are you entitled to a refund?

Refunds will be paid by the University only to the student’s bank account or to a joint bank account that bears the student’s name. The bank account the student wants the money to be transferred to must be reported in the esse3web platform (Art. 15 of the Regulations for university fees 2019/2020 academic year).

+ - Are you entitled to exemption from paying the regional tax?

Students shall pay for the regional tax once in each academic year in any university or AFAM or other higher school of the Regione Marche, as provided for in art. 14 of the regional program for the right to study since 2018-2019 academic year. Therefore, if:

  1. you have paid the regional tax in a different university and haven’t paid the first installment to our university yet, you shall pay only € 16 for stamp duties;

  2. you have paid the first installment to our university and you have paid it previously also to another university, you will be refunded of the unduly paid amount of € 140.
